From April 18 to 19, 2019, the Interim Assessment Review Meeting for the Research & Drafting of the National Code for Engineering Project (the Four Codes of Light Industry) was held in Shanghai, and this meeting was undertaken by China Haisum Engineering Co., Ltd. A total of 75 people attended the meeting, including relevant leaders and review experts from the Ministry of Housing and Urban-Rural Development (in charge of the code), the Ministry of Industry and Information Technology (in charge of the drafting of code) and China Association of Light Industrial Engineering Construction (organizer), and the representatives from China Haisum Engineering Co., Ltd. (the organization in general charge of technology), as well as the chief drafting organization and participating organizations of the Four Codes of Light Industry. The invited review experts were from industries associations, societies, research institutes, institutions of higher education, large and medium-sized production enterprises, etc.
Chairman Xu Datong of China Haisum Engineering Co., Ltd. attended the meeting and delivered a welcoming speech. Chairman Xu pointed out that his company, as the organization in general charge of technology for the research & drafting of the Code of the Four Mandatory Items of Light Industry, intensively recognized the glorious mission and great responsibility, and would make every effort and set up the most powerful team of experts to formulate a technical code that would represent the industry practices, meet regulatory requirements, and measure up to international standards.
The opening meeting was chaired by Qi Yongyi, Deputy Director of the Standard Committee under China Association of Light Industrial Engineering Construction. Tian Guomin, Director of the Standardization Department under the Ministry of Housing and Urban-Rural Development delivered an important speech. Director Tian brought forward the detailed requirements for the establishment of the Four Codes of Light Industry: To establish the Code, it's important to shift in thinking and get a grip on five elements at the level of technical regulations. The provisions of the Code shall reflect the specific performance requirements, and the contents and elements shall be kept in line with each other. The code for light industrial projects shall reflect the appropriate classification and the splitting that is complies with volume requirements; the principle of simple preparation and revision shall be adhered to.
Section Chief Huo Zhenwu of the Department of Planning under the Ministry of Industry and Information Technology brought forward the requirements or recommendations for the relation between the research & drafting of the code for engineering project and the existing regulations, the way to align with common codes, and other topics, and stressed that the literal description of provisions shall be logically clear, easy-to-comprehend and free of objection, and shall put stress on the seriousness of wording.
At the meeting, Dong Hui, Vice Chairman of China Association of Light Industrial Engineering Construction, and Director of the Standard Committee, Xu Jiaxin, Director of the Technical Quality Department at China Haisum Engineering Co., Ltd., and the chief drafting organizations introduced and reported relevant assignments on behalf of the code research & drafting organizations, the organizations in general charge of technology, and the research & drafting group in turn.
After the closing of the opening meeting, the review experts for Code for Projects of Food and Beverage Factories, Code for Biological Fermentation Engineering Projects, Code for Light Industry & Daily Use Engineering Projects, and Code for Projects of Light Chemical Plants participated in group reviews. The invited experts raised questions, discussed and reviewed relevant assessment drafts article by article, probed into such controversial points as the classification and "splitting" proposals based on the general requirements of the Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology, and the industry association, and substantially reached a consensus. The experts talked things through in an animated atmosphere.

The invited experts held that the research & drafting data for the four codes were substantially complete; the report content was complete and presented thorough analysis, of which the depth was substantially compliant with the Guidelines for Research & Drafting of Engineering Construction Codes and the requirements of interim assessment; the drafting group was expected to actively implement the review opinions on "splitting" proposals, change in content and wording specification based on the requirements raised at the interim assessment meeting, and to further modify and improve each preliminary draft.
