On May 18, 2021, Haisum held a new organizational structure launch and Shanghai head office unveiling ceremony in Shanghai. SinoLight Group’s Secretary of the Party Committee and Chairman Zhang Wanshun, General Manager Assistant, Director of the HR Department and Director of the Organization Department of the Party Committee Xiao Jinlong, Deputy Secretary of Disciplinary Committee and Director of the Discipline Inspection and Supervision Department Luo Jie and Director of the Party Committee Office and Secretary of the Youth League Committee Ning Jing attended the ceremony. More than 70 Haisum staff including CPC Committee Secretary and Chairman Zhao Guoang, Vice Secretary of the CPC Committee Deputy Secretary and President Chen Rongrong, other leadership members, middle-level managers of the headquarters, main heads of subsidiaries, and middle-level deputy or higher personnel of the head offices participated in the ceremony. The ceremony was presided over by Chen Rongrong.
At the ceremony, Chen Rongrong announced the "Notice on the Establishment of Haisum Headquarters and Head Offices", introducing the setup and personnel appointments of the company's headquarters and the Shanghai head office. Zhou Yuan, Vice President of Haisum and General Manager of Shanghai head office, made a statement, introducing in detail the responsibilities, positioning, management and control priorities and future development plans of each department of the head office.
At the meeting, Zhao Guoang, Secretary of the CPC Committee and Chairman of Haisum, delivered a keynote speech on the subject of "Reform, Innovation, Empowerment and Work Together for the Promotion of High-quality Development of the 14th Five-Year Plan of Haisum", put forward four requirements for unswervingly facilitating the organizational reform of the company:
Firstly, the company should study and judge the situation, face the problem directly and have a deep understanding of the purpose and significance of organizational reform promotion, and recognize that the implementation of organizational reform is the inevitable choice for the company to respond to the current development environment and solve the development dilemma from the three aspects of macro development environment, industry development trend and corporate development status; make clear that the implementation of organizational structure reform is an important guarantee for fulfilling the requirements of the superiors and the company’s objectives during the 14th Five-Year Plan Period from the perspective of the "14th Five-Year" strategic plan of Poly Group, SinoLight Corporation and Haisum Corporation. Secondly, organizational reform, process reengineering and reform are conducive to promoting the high-quality development of Haisum. After the organizational reform, the headquarters of Haisum will serve as the strategic management center, operation management center, professional management center, digital drive center and capital operation center of the whole stock company; and the head offices will focus on engineering business in the market segments and do their best in production and operation. Each subsidiary shall gradually straighten out the coordination of organization and responsibility with the Haisum headquarters, and to learn from the practice and experience of the Shanghai head office according to its own business characteristics to optimize the management system and progressively realize the integration of business, operation and management of Haisum. Thirdly, the company should empower high-quality development with leading technology, digital transformation and innovation. In terms of leading technology, it is necessary to elevate the corporate positioning to make new contributions to realizing Poly Group's positioning goals and strive to become the "lead of industrial chain" of the light industry or certain market segment industrial chains; in terms of digital transformation, it is necessary to build a competent digital platform to support the digital development strategy and build Haisum into a digital leading enterprise. Fourthly, the company should work together as one team, take responsibility and enhance the sense of responsibility and mission to promote organizational reform. Promoting organizational reform is an important strategic arrangement of the company during the 14th Five-Year Plan period. As a key minority, the Corporate management team has a significant impact on the company’s high-quality development with duty-bound responsibility. The promotion of organizational reform is the mission and fulfillment of our generation.
At the meeting, Zhang Wanshun, Secretary of the Party Committee and Chairman of SinoLight Corporation, made a speech. He emphasized three points:
Firstly, the establishment of head offices was a major event related to the development of Haisum, which was concerned the most by the Group Company. On behalf of the Party Committee and the Board of Directors of the Group, Zhang extended congratulations to the launch of the new organizational structure of Haisum and the unveiling of its Shanghai head office. With full recognition of the unity and cooperation of the new leadership team of Haisum and their courage to reform and undertake the responsibility, he also expressed gratitude to the leaders at all levels and all employees for participating, supporting and planning the reform. He hoped that everyone would work together to continue to advance various tasks and realize the original intention of the reform.
Secondly, the company should further raise awareness and form a joint force for reform and development momentum. The leading cadres at all levels shall further enhance their understanding and unify their thinking, get involved in the reform and jointly promote the company's production and operation in accordance with the new organizational system. The headquarters of Haisum shall focus on unifying management and technical standards, building a business support platform, coordinating the allocation of internal and external resources, optimizing and improving the evaluation and distribution mechanism and other platform-based basic tasks. All subsidiaries and business units must further improve their positioning to centralize resources under unified leadership to actively support and cooperate with the construction of the Haisum headquarters platform and take the initiative to carry out the overall strategy of the company.
Thirdly, the company should complete a high-quality "14th Five-Year Plan" through earnest study and systematic planning. According to the Group’s “14th Five-Year Plan” and the preliminary draft of the strategic plan, it is necessary to make plans from the height of the industry and market leaders, improve the organizational system for the implementation of the strategic plan, strengthen the dynamic monitoring and analysis, scientific forecast and evaluation of the implementation of the plan, study problems timely, make corrections of deviations and suggestions to achieve a good start in the "14th Five-Year Plan" and high-quality development, and assist SinoLight Corporation in achieving its strategic goal of being "an internationally renowned and domestic leading technology innovation corporation in the light industry".
At the ceremony, witnessed by the leaders of the Group, Zhao Guoang and Zhou Yuan signed the "Shanghai Head Office Authorized Operation Agreement" on behalf of Haisum headquarters and the head office in Shanghai; Zhang Wanshun, Zhao Guoang, Chen Rongrong, and Zhou Yuan also unveiled and awarded the Shanghai head office together.
