On the morning of April 21, the Company convened the 13th meeting of the Project Safety Working Committee in the form of videoconferencing to deliver and implement the spirits of Poly and Sinolight on safety and fight against COVID-19. During the meeting, participants watched educational videos about safety warnings and implemented the annual key safety work of 2022 and the experience exchange on field safety management. A total of 53 attendees, including Zhao Guoang, CPC Committee Secretary and Chairman of China Haisum, Chen Rongrong, the Deputy CPC Secretary and President of the Company, Chen Zhiming, Deputy President, and the principals and leaders of headquarters strategic operation center, Shanghai Business Departments and subsidiaries and relevant responsible persons of safety departments participated in this meeting, and it was presided over by Chen Zhiming.
During the meeting, the Chief Safety Director from the headquarters delivered the spirits of Poly and Sinolight on safe production and COVID-19 prevention and control. Shanghai Business Departments, Haisum Guangzhou and Haisum Nanning made a keynote speech respectively, the Application of Job Safety Analysis (JSA) in Safety Management, the Exchanges on Management Method of Major Hazard Source during Project Construction, and the Key Control Points of Safety Supervision for Chimney Slip Form Construction; and the project operation director from the headquarters shared the Case Analysis of the Success and Failure of Field Management Experience from General Contracting Project.
Afterward, leaders of the Company respectively made their emphasis and proposed requirements on safety and COVID-19 prevention and control.
Chen Zhiming pointed out in his speech that there were many major and extra serious safety accidents across China this year. COVID-19 prevention and control were still in grave difficulties, and that's why the Company should implement the following for safe production and COVID-19 prevention and control. In terms of project safety management, we shall focus on two points, namely, enhancing the sense of responsibility and sense of urgency for project site safety management and emphasizing key points while implementing an overall special investigation and treatment on production safety for the sites of projects under construction. In terms of COVID-19 prevention and control for the project, seven points shall be kept in mind. First, unify ideology, implement superior decision deployment, and perform the Company's Haisum Guidelines for Epidemic Prevention and Control on Project Sites and relevant requirements of COVID-19 prevention and control for work resumption after the Spring Festival. We shall eliminate numbness and boredom towards the hardship and avoid the fluke mind. Second, execute the closed-loop management for the project site. Third, strictly perform nucleic acid screening and antigen detection to assure everyone on the project site is aware of their health conditions. Fourth, strengthen the emergency treatment for COVID-19 incidents. Fifth, give more care for project personnel and implement psychological counseling in time. Sixth, establish employee health archives for overseas projects to grasp the physical and mental conditions of dispatched employees. Seventh, improve the organizational framework and smooth information submission channels.
Chen Rongrong gave a speech titled Safety Linkage Information and Management Innovation Empowering and stressed eight specific requirements:
First, strictly implement the responsibility system of safe production, firmly establish the idea of safe development, and always put people's lives in the first place. Second, research and solve prominent problems in time, assure the performance of responsibility, handle the relationship between operation and safe production, and implement safe production throughout the services. Third, strictly implement safety supervision responsibilities. "Safety management is necessary for the management of industry, service, production and operation." "Whoever is in charge shall be responsible." Subsidiaries shall follow the foregoing principle and ensure production safety as per laws and regulations. Fourth, investigate leaders' responsibilities and regulatory responsibilities. In case of large safety accidents or those above caused by poor performance, it is required to investigate the direct responsibility, the responsibilities of leaders and the regulatory responsibilities of relevant departments. It is required to strictly implement the safety management responsibility system for major hazard sources, project shift leading system and other systems and regulations. Fifth, the main responsible person of each unit shall strictly perform the responsibilities of the first person responsible and undertake the overall responsibility of their unit's safe production. Sixth, deeply implement major production safety inspection and activities of safety production month, further identify and eliminate major risks and hazards, make a list and specify the requirements to hold specific personnel responsible and require rectifications within a time limit. Seventh, reinforce safety management talent cultivation to ensure there is enough human resource to be in charge of safety management, undertake responsibilities and handle specific matters. Eighth, promote digital safety construction and empower and assist project management.
Zhao Guoang made the concluding remarks titled Guard the Bottom Line of Safety and Guarantee Employees' Health. He emphasized that the 20th National Congress of the CPC would be held this year. Ensuring safe production and creating a safe environment is our major political responsibility as well as the critical assurance for Haisum's year of "client orientation", "innovation", "lean management", "implementation" and "Party building & improvement". All units shall have a profound understanding of the extreme importance of safe production, put safe production in a prominent place, adhere to the important deployment requirements of the national safe production conference, and guarantee the safe production of central enterprises in a strict, detailed and practical way. There are seven must's:
First is that we must further deepen and improve our awareness of ensuring safe production. Combined with the requirements for the "year of client orientation", we shall take safety assurance as the most important commitment to our clients.
Second is that we must implement the responsibilities of safe production in a strict and overall way. We shall implement the shared leadership responsibility system for the Party and governmental officials as well as the double-director system. Also, we shall reinforce the implementation of the responsibilities and strengthen assessment and safe production in order to seek both temporary and permanent solutions, carry out the systems in a strict and concrete way, guard the bottom line and specify individual responsibility.
Third is that we must deeply implement production safety hazard identification and major rectification. Combined with the requirements for the "year of implementation", we shall enhance hazard identification and rectification for works with great risks, office areas and other densely populated places of projects under construction. According to the actual situation, we shall implement hazard source re-identification and re-assessment to implement the two lists. Subsidiaries shall implement practical and feasible preventive actions to cope with the key points, weak points and problems identified in projects under construction from the previous period so as to lower safety risks, and shall often recheck.
Fourth is that we must shore up the weakness of systems, implement system innovation activities and improve the safe production assessment mechanism. Combined with the requirements for the "year of innovation", we shall take innovation as the drive and shore up the weakness and plug the vulnerabilities of the existing safe production management system. We shall strengthen the innovation work of the safety management system, construct a safety information management platform, improve the utilization rate and feedback rate of data and promote management effectiveness.
Fifth is that we must promote the lean and standardized construction of safety management. Combined with the requirements for the "year of lean management", we shall largely promote lean safety management and improve the management level in a constant manner so as to assist the company safety management in reaching a higher level.
Sixth is that we must reach one level superior when investigating safety responsibility. In case of any safe accident, the leaders of relevant personnel shall be held accountable according to the safety accident investigation report.
Seventh is that we must realize the overall management of operation, epidemic prevention and control, and safe production in complex domestic and overseas situations. Combined with the requirements for the "year of Party building & improvement", we shall face the grim domestic and overseas situations in terms of epidemic prevention and control, show our responsibility as a Party member in times of danger and play an exemplary role. We shall guarantee the epidemic prevention and control work of front-line staff, implement overall closed-off management for projects under construction, refine prevention and control measures, and guide staff in assuring personal protection to prevent cluster infection.
Zhao Guoang stressed that safe production was a never-ending process. We shall strengthen safe production, seek both temporary and permanent solutions, carry out the systems in a strict and concrete way, and guard the bottom line. With mutual help during hardship and specified individual responsibilities, we shall do a solid job, prevent all kinds of production safety accidents and create a positive and safe production environment to welcome the convening of the 20th National Congress of the CPC with excellent performance.
